How bad are things at the VA?

CBS Boston reports that a veteran requested VA treatment for a brain tumor, but went unanswered for months. When he died, his widow asked for help with funeral expenses, which the VA declined because he had never been their patient. Today, two years later, they finally replied: Their doctor is ready to see him now.

You don't have to idolize the American soldier to find this whole recent mess deeply offensive. What solutions do you favor?
