Yes. There are now seven decades in the new game, and throwing all seven on the stage at once could make it hard to play, especially when you only have five artists at a time.
As for which five are chosen to appear, the random selector gives more weight to decades that are better represented in the game. So far, there are tons of 1960s and 1970s artists, a moderate number of 1950s and 1980s artists, and only a few artists from the 1990s and beyond. That ratio is going to change and become more even as the game slowly grows.

I didn't notice until now that the stage is populated by 5 and only 5 Decades and they're not necessarily the same 5 each concert.
