The distortion is manual. Occasionally I set out with a satirical purpose, like giving an obnoxious celebrity a giant open mouth, but most of the time I just arbitrarily select one of the 15 or so tools and start drawing around the picture until it looks interesting. Once it's distorted enough, the "ungoo" tool will let me create a mirror effect of the real image on top of the distorted one, blending together at the seams, to produce a goo like Boudica.

First I stretched the image out wide, then I drew in parts of the original image with the "ungoo" tool. The seam-blending creates a mirror effect.
