Should cheating be grounds for dismissal from college?

I could see it on two conditions: That the policy is made clear to every student upon matriculation, and that it can only be enforced with proof. Kelly once wrote a term paper from personal knowledge, and was accused of cheating because she did not cite any sources; without proof, they couldn't expel her, but they did let the teacher fail her and force her to take the class over again.
