Each play rule has a defined likelihood of appearing in an automatic concert. Play rules with minimal effect like Undo are very likely to appear, while those that significantly alter the concert (like the instant-win rules) are unlikely.
I agree that Outrank is a game-changer. It even says in its rules modal that it tends to take over the game! So, I have reduced its likelihood of appearing.
